Purpose of the Solution
Election incidents may be reported late, without accurate locations or through unverified social-media messages. BOOSTAR provides a controlled channel for credible, location-based reporting that supports transparent, peaceful and credible elections.
What can be reported?
- Electoral violence or threats of violence.
- Voter intimidation and harassment.
- Disruption of voting or counting.
- Suspicious movement around polling locations.
- Shortage, delay, theft or destruction of election materials.
- Misinformation, false reports and security concerns requiring Police attention.
How It Works
1. Authorised Users Download BOOSTAR
NYSC election personnel and accredited observers download the application. Access to the Election Monitoring section may be limited to registered and verified users.
2. Select the Election Location
The observer selects the state, local government area, ward and polling unit so every report is connected to the correct electoral area.
3. Submit an Incident Report
A report may contain the incident type, time, description, polling-unit location, photographic or video evidence, urgency level, required assistance and status of materials or personnel.
4. Situation Room Review
The authorised dashboard receives the report for review, verification, assignment, operational intervention and resolution tracking.
5. Security Escalation
Reports involving violence, threats or disruption may be forwarded to the appropriate Police Command-and-Control structure for verification and coordinated response.
Benefits
Management and Data Governance
Under the proposed arrangement, the authorised election-management institution owns and manages monitoring data, approves users, controls access, protects information, assigns reports, maintains retention procedures and produces authorised analytics.
Training and Stakeholders
PCRC teams and approved technical personnel may support training on installation, location selection, incident classification, evidence submission, responsible reporting, personal safety, duplicate-report prevention and confidential information protection.
Stakeholders may include INEC, PCRC, NYSC, accredited observer organisations, the Nigeria Police Force and BOOSTAR technical partners, subject to institutional approval.
